Cette absence de transparence a pouss\u00e9 les membres \u00e0 mener leur propre enqu\u00eate, d\u00e9bouchant sur un rapport qui r\u00e9v\u00e8le des violations de l\u2019arr\u00eat\u00e9 minist\u00e9riel n\u00b002-911 du 3 septembre 2021.&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>Les irr\u00e9gularit\u00e9s constat\u00e9es<\/strong><\/p>\n\n\n\n<p>Le rapport d\u00e9nonce notamment, la modification unilat\u00e9rale du plan de lotissement sans consultation des populations. La non-conformit\u00e9 du plan actuel avec celui approuv\u00e9 par les autorit\u00e9s. La disparition d\u2019infrastructures et d\u2019\u00e9quipements collectifs initialement pr\u00e9vus. La r\u00e9duction ill\u00e9gale des superficies des parcelles.&nbsp; La poursuite de ventes de terrains et de constructions anarchiques malgr\u00e9 la suspension officielle du lotissement. L\u2019occupation irr\u00e9guli\u00e8re des voies publiques et zones de drainage, exposant le quartier \u00e0 des risques d\u2019inondations, et l\u2019absence de certificats de conformit\u00e9, entre autres.&nbsp;<\/p>\n\n\n\n<p><strong>Une plainte d\u00e9pos\u00e9e<\/strong><\/p>\n\n\n\n<p>Face \u00e0 la gravit\u00e9 des faits, le comit\u00e9 a saisi la justice. Une plainte contre X a \u00e9t\u00e9 d\u00e9pos\u00e9e en mars aupr\u00e8s du procureur de la R\u00e9publique pr\u00e8s du tribunal de grande instance de Ziguinchor. Les membres affirment que leur d\u00e9marche n\u2019est dirig\u00e9e contre aucune personne en particulier, mais vise \u00e0 d\u00e9fendre l\u2019int\u00e9r\u00eat g\u00e9n\u00e9ral et le respect des r\u00e8gles d\u2019urbanisme.&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>La d\u00e9fense des espaces collectifs<\/strong><\/p>\n\n\n\n<p>Au-del\u00e0 des irr\u00e9gularit\u00e9s, le comit\u00e9 insiste sur la n\u00e9cessit\u00e9 de restituer les espaces verts, infrastructures sociales et \u00e9quipements publics pr\u00e9vus dans le plan initial. \u00ab\u202fCes espaces sont essentiels \u00e0 la vie du quartier et \u00e0 son d\u00e9veloppement harmonieux\u202f\u00bb, a rappel\u00e9 Mal\u00e9ny Di\u00e9dhiou.&nbsp;&nbsp;<\/p>\n\n\n\n<p><strong>Un appel solennel<\/strong><\/p>\n\n\n\n<p>Le comit\u00e9 appelle les autorit\u00e9s administratives, techniques et judiciaires \u00e0 faire toute la lumi\u00e8re sur ce dossier, mettre fin aux pratiques ill\u00e9gales et r\u00e9tablir le lotissement dans le respect de la l\u00e9galit\u00e9. \u00ab\u202fDiabir n\u2019est pas un business, Diabir est un droit\u202f\u00bb, a martel\u00e9 le porte-parole, invitant les populations \u00e0 rester mobilis\u00e9es et vigilantes dans ce combat citoyen pour la justice fonci\u00e8re et la dignit\u00e9.&nbsp;&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><a
